sizes engaged in the only six companies of different manufacture of cocaine, and there is no intention at present of increasing the mumber of such manufactories, As morphine, &c, are CONTROL OF SALE OF MORPHINE, &C. either poisonous or powerful medicines and are also among the specially designated medicines according to the Law Concerning Medicines, it is a fundamental rule that they must not be sold by any person other than a pharmacist, or a druggist who has a pharmacist in his employ and it is provided that any person who requires them for vocational purposes must present a certificate drawn up according to form and with his seal affixed thereto, stating the name and quantity of the article required and his name and address; and medicine in- spectors attached to each prefectural office continu- ally made tours of inspection in the prefecture and together with police officers, supervise and examine the account-books, certificates and prescriptions. PENALTIES FOR OFFENCES. A person who imports or ex- ports morphine, &c. without the permission of the Mi- nister for Home Affairs is liable to penal servitude for a term not exceeding three months; a person who manufactures morphine, &c. without reporting it to the local governor is liable to detention (for not more than thirty days), or to a fine not exceeding a hundred yen; and upon others who infringe the provi- sions, such as those who neglect to report the quan- tity manufactured or imported, or to make prescribed entries in their books, suitable fines are imposed.

The actual condition of the control of opium, mor- phine, &o. in Japan Proper has been described above. regards the examination of goods to be exported to China, special care is given in conformity with the purport of the stipulations of the International Opium Treaty at the various local custom-houses, post offices which handle par- cels for foreign countries, and railway goods offices, in order to prevent secret exportation; but it is to be re- gretted that owing to the activity of communication and trade between the two countries and to skilful means taken for secret exportation, the full results of the control are yet unobtainable.
